But just like many of that great soul's dreams, this dream of true freedom was never fully realized.
Poverty is the demon that is haunting the very soul of our nation from the times one can remember. In the past, it was only the unfortunate or illiterate who came face to face with this demon, but today, its wrath has threatened the dignity of all irrespective of social or educational status.
Eradicating poverty is the problem whose solution has puzzled even the greatest minds ever lived. We humans have managed to construct a tunnel by ripping the very heat of Oceans, we have built monuments that feel like it is touching the limitless sky, and we have even been able to reach the moon which, up to a century ago feels like a utopian dream. But still, we have not been able to solve the basic problem of Poverty.
Any person, who has experienced the world himself, need not an introduction to Poverty. He need not remember how this ungodly phenomenon has forced parents to abandon their children, Children to neglect their parents, men to travel far away from their whole family, and women to cry in the quietest corner of the house as she can't show her tears to her hungry children.
Any person, who has experienced poverty himself, needs only the solution of it. And thanks to some of the most dedicated socio-political activists, we have something similar to the solution of Poverty.

The Proposal of Citizens Dividend:- Mineral and Rent Distribution to the Citizens
What is the proposal of Mineral and Rent DIstribution to the Citizens?
The proposal is that all the land rent over IIMA plot, JNU plot, all UGC plots, Ahmedabad airport plot, all airport plots, and 10000s of such Government of India plots and royalties from all minerals, coals, and crude oil of India must go to the Citizens of India and our Military(in proportion of 2/3 and 1/3) and no one else. And royalty, rent must come directly, not via any schemes...eg say rents from GoI plots and mineral royalties in Apr-2024 come as Rs 5,60,000 crores. Then as per the proposal, Rs 1,40,000 crores will go to the Military and about Rs 3000 will go to each citizen in his post office or bank account.
To understand the whole proposal of mineral and rent distribution, one needs to understand the whole concept of ownership of natural resources.
To whom do the natural resources of any area belong?
Please consider this question:
Consider you live in a village with 99 other people, and your village has a pond where 1 crore liters of water rains each year. Now as per your understanding, Who should get how many liters of water?.
Please continue reading only after answering the question. Please do not ignore the question as it will be the base of your understanding of the proposal.
Now the most legitimate answer will be that each person should get the same i.e. 100,000 liters of water. No matter how much land he owns, no matter how much water he needs, no matter how intelligent he is or how foolish he is, no matter whether he is an alcoholic or drug addict or not --- each person should get 100,000 liters, not a liter less not a liter more.
Every eminent economist in the world will oppose this answer. As per some self-certified socialist economists, water should be allocated by Neta, Babu, judges as per the "best social and economic needs" as decided by Neta, babu, judges. Some self-certified rightists will say that Govt should sell the whole pond to some private company and let that private company sell the water. And some people also insist that water should be given to people in the ratio of lands they own. And there can be 100s of other answers.
Why 100,000 liters equal for all?
Since no one does any labor to fill the pond, no one has more right than others and thus all have equal rights and thus all should get 100,000 liters per year. Whether the person has land or not, whether he is intelligent or not and whether he is alcoholic or not --- all did equal labor i.e. zero labor to fill the pond. And so all should have equal rights. And by same logic, each citizen has equal rights over royalties coming from coal, crude oil, iron ore, marble, bandwidth etc.
The ethics over distributing land rent on Govt plots is as follows:
- Say a person owns a plot/flat. Then who should get rent coming from that plot/flat? Obviously the owner.
- Say the plot/flat belongs to 10 persons, then who should get the rent? Obviously, all 10 in the ratio of their ownership.
- Say the plot/flat belongs to some large company like Reliance with say 3 crore shareholders. Then who should get the rent from that plot/flat? Obviously, all 3 crore shareholder in the ratio of their ownerships.
- Now consider plot of Delhi Airport. It belongs to 120 crore commons of India. And so the land rent should come to all of us 120 crore commons.
Is all Government Land the property of Citizens of India?
Yes, as per the constitution of India, the people of India are the ultimate authority through which the Government derives its power from. It is "We the People of India that is Bharat" and not "Us the Government of India that is Bharat". But if still some people have doubt over this then I request them to please tell me to whom the land of the Indian Government belongs if not to the Citizens of India.
Is this a communist proposal?
No, it is not a communist proposal. I know many communist activists who support this proposal, I know many capitalist activists too who support this proposal, I know many libertarian activists who support this proposal, and surprisingly, I know activists from all sides of the political spectrum who support this proposal. But I will here put the difference between our proposal and the communist proposal:
- The Concept of this proposal was put forward by Thomas Paine in the 1790s through his book The Agrarian Justice. This was some 28 years before Karl Marx was even born and communism came into existence.
- This proposal doesn't deal with any private property. We only demand that the rent and royalties from government-owned properties should be directly distributed to the common people, we do not even want to touch the private property, while communism demands that all private property should be abolished.
- Communism supports that all property should be controlled by the state and state will provide people with necessary necessities. Our proposal is that citizens should get the rent of property they own which is managed by the government.
How will this proposal Eradicate Extreme poverty in India?
This proposal will provide all Citizens of India with an income of Rs 2000-3000 Per Month. It's a lifeline that can rescue people from the daily struggle for food. If this proposal is implemented, no parent will ever have to abandon his children just because they can't afford his food, no child will have to sleep empty stomach and certainly no wife will have to sell herself in the hell of prostitution just to feed her family.
While it is not a fortune, it certainly is stability.
